Why does my 99 saab 9-3 2.0 SE turbo get 15 mpg in city driving conditions

I've also noticed alot of liquid coming out of the tail pipe that smells faintly of gasoline, maybe, l could just be imagining the gasoline scent.

Is there an engine light? Does it turn on with the key on?

There r a few possibilities.

Faulty O2 sensor, there r two 02 sensors, one before the catalytic converter, & one after. The front O2 sensor would be the one to cause poor gas mileage, but u should have an engine light is this sensor is faulty.

How does the car run? Does it run rough? You could have a misfire or even a random misfire. Faulty spark plugs or faulty IDM also know as D l Cassette that sits on top of the spark plugs. This will also cause an engine light. Codes for a misfire r P0300-P0304.

Check all the vacuum hoses. If the fuel pressure regulator vacuum hose is off, it will cause poor fuel mileage from having to much fuel pressure.

Vacuum hose from the MAP sensor. If this hose came off, it will cause an engine light, & effect u fuel mileage.

Exhaust leak before ur front O2 sensor will cause the front O2 sensor to not read correctly.

Low tire pressure will cause fuel mileage to go down.

If ur brakes r sticking do to a bad caliper will cause poor fuel mileage.
