What would cause the blower and fuel gage to stop working in a 95 Saab 9000

by blower l am assuming you mean yur environmental system and not your turbo. My first guess would be you have a blown fuse in which case inspect and replace.

If u mean the main ventilation blower, u probably blew the fuse. The fuse block for the blower on a 1994 is behind the glove box, it is a 30 Amp in position 6. Check it & see if it is blown. You will see that the metal is melted. Auto stores have them for under $5. Make sure u use a 30 Amp. Regarding the fuel gauge, l could not find a wiring diagram. Online forums indicate that on occasion when the blower goes out it takes other unrelated things with it. If u have enough surge to blow a 30A it is not out of the question that lower rated fuses could get pulsed. One of the joys of SAAB ownership. Best l can recommend is find out where the fuel gauge fuse is & check it. Your library may have a Chiltons repair manual. If u replace the fuse & it continues to blow take it to a mechanic.

Now, do u want the real answer? Your blower fan stopped working because they all do. This is one of 37 things that will DEFINITELY break on ur 9000. You will need to have it replaced. It is a bitch!
Your fuel gauge problem is coming from the float in ur tank. At some point, u will have had the fuel pump replaced..problem number 24..and either the wires were not put back on properly, or the sending unit in the tank has lost the float on the bottom.
