l can not get mine and wonder if I am doing something wrong.The site is extremely hard to log into, links from GM do not work and when l finally get there, the promised manual can not be found.

What you identified is the correct process, for some reason your account is having a problem. You are going to have to report this to the GM support phone number as you started to do and they have to resolve it. Glad this worked to get you to where it needs to work, good luck with it.
